Extract AspNetCore dependency to VAR.WebFormsCore.AspNetCore.

Browse Source 
* Abstract HttpContext with IWebContext.
* Move AspNetCore dependant code to isolated classes.
* Downgrade VAR.WebFormsCore to netstandard2.0.
